Engaging in magazine publication is fortuitous and coincidental. We often hear that life is comprised of a series of coincidences! In 1996, I joined the Policetorch and worked for the management department with the hope to make the business better. In 1999, initial success was achieved. As the business became better and all staff blessed God for an abundant harvest, Mr. Huang, ex-vice president, and Mr. Lin, ex-chief editor, resigned for better jobs in June 1996. The company suffered the most serious shortage of manpower in recent years and I received the order to become the vice president and chief editor. In 2002, we faced another storm that tested our ability to survive. Nevertheless, we still passed this hard time successfully. In 2003, President Chen Shih-Ting retired and then I succeeded to his position as the president though I may retire in a few years, too! Only I can understand the good and bad of the past experiences I went through!I am happy that the Policetorch Magazine still vigorously develops!
I know I have little talent and less learning and the responsibility of the position is heavy.
However, being a Scorpio, I will face up to the responsibilities that I assume. Now that I choose to walk on this road, I have to be strong. I have never heard that there is an environment where people cannot survive and only hear that people are weeded out by the environment. The sun will still rise tomorrow regardless of what has happened before; the difficult dark night will disappear at the end and the dawn will come eventually. ”Where there is a dream, there is a hope.” I would take this opportunity to show my appreciation to my colleagues who cherish the same ideals and take the same course. I also want to say thanks to our readers as well as writers who encourage us time after time. Your applause is the greatest power that always supports us.
The Policetorch has been published for more than 40 years with a long and great history. The current business of the magazine is developed on the basis of many predecessors’ efforts and traditions. I am aware that I cannot relax for a moment and should advance courageously and follow my predecessors’ footprints. Although the Policetorch is an internal publication of the National Police Agency, we hope it will act as a bridge that links the police and the public who care about public security. The public will have opportunities to contact with the police and make suggestions via this website. Whether you like the police or not, it cannot be denied that a robust police administration system is essential for social security. The police will become better if citizens care and pay more attention to police affairs. Good policemen are advantageous to every member of society. The objectives of the publication include:
1. Serving as a window to show important activities of the police, letting the police know what they should do and the public know what they are doing.
2. Providing a bridge of communication. Tell the truth and avoid stereotyped writing and hollow thinking.
3. Softening stiff and serious articles to provide a lively color for readers.
4. Doing police work with knowledge, learning new things and forming new inspiration from experience.
5. Offering new knowledge and a field for literary works.
The Policetorch was established originally for the police. However, since the police organization exists to serve the public, we need to not only support policemen/policewomen, but support the public as well. Our society will become better and be full of hope if we work together with a solid heart.

Mr. Pan, vice president of the Policetorch, graduated from the 20th group of Graduate School of Police Administration, Central Police University, in 1991. He served as a second-lieutenant at a precinct headquarters, an associate officer of a logistics section of a police bureau, a leader of the traffic brigade and the administration division of a precinct headquarters, and the superintendent section.
When serving as the leader of the traffic brigade at the Yi-lan County Police Bureau, he initially planned and conducted the project that cracked down on overloaded trucks in 1991. He planned and conducted haul operations for parking violations in Yi-lan County in 1992. By achieving his assignments, he contributed a lot to the traffic and the life and property of the people in Yi-lan County.
In 1997, he was transferred on order to the National Police Agency as a division officer and handled the business of model policemen, well-performed policemen and selection and praise of good citizens and deeds, which promotes the morale and improves the image of the police.
On October 14, 2003, he was transferred to the Policetorch as the vice president. Upon his inauguration, he devoted himself to the project of revision of the Policetorch to provide a better reading quality for the police and other readers.

There are various people and lifestyles in society. I see many people working hard for their life in the office. No matter who you are, do your duty and be yourself. And I am not an exception.
Test editing is my favorite though I majored in Fine Arts when I was a student. For me, a magazine is a magnificent and aesthetic building.
The editing policy gives a direction and the editing plan structures the blueprint for the building. What I expect from a magazine is just the same as a peanut vendor who thinks magazine paper is cheap enough to wrap peanuts. Magazine paper is used to wrap peanuts, serves as a paper-cut for children, padding in a pair of rain-soaked leather shoes, and substitutes for wood for cooking. However, a magazine deserves more in addition to these applications.
A magazine is a “Guard” for our society, an "Educator” for the public, a “Conveyer” for expressing public opinion, and an “Entertainer” for entertainment. Due to these objectives and commitments, the Policetorch manifests one hundred percent service spirit with which all staff can make their contribution into full play.

Time and tide wait for no one. On April 15, 1995, a person of pragmatism and discreetness (her star sign is Virgo) walked into the Policetorch. She handles everything at a high quality level because of her fastidious personality. But her A blood type brings her the mild and steady characteristics and makes her obedient to other people’s opinions, just like a lily. She is also honest and reliable and has a well-groomed appearance.
Although there are only eleven staff in the company, every one is resourceful and has the required capability to keep the company running.
”You give me money and I give you a book. No discount at all!” is my principle for publication.
”Promotion, blessing, and wealth” is my cordial expectation.

The Policetorch is a very good arena for improving the police’s skills in handling cases, increasing your professional knowledge, and knowing the general directions and the news of police policy. This place lets you know that the police have a warm and fragrant heart. If you like to travel and enjoy sightseeing, you can discover many scenic spots in the magazine. The contents of the monthly issue contain all kinds of “treasures” waiting for your exploring.
Every day, I receive numerous contributions and proofread them. I also write by-lines for illustrations and proofread the blueprint. So, I have read each issue more than 6 times. I hope you can understand the advantages of the Policetorch.
To make the content more substantial and attractive, we send our best journalists to cover events for two or three days, even for one day. Although this job took us so much time and energy, we have no complaints about it because we want to boost the circulation. We hope everyone can support the magazine.

Visual communication design is a creative and vivid element in the art-editing field. It makes the layout of the magazine more beautiful and manifests its uniqueness to attract readers’ attention.
If the soul of a magazine is words, art editors are its stylists and photo editors are its eyes. The relationship between these editors is closely linked.
The Policetorch is an epochal magazine that serves as a recorder of police history, and a medium for communication and information exchange. From black and white to current color issues and electronic web-based versions, the magazine provides more and more information for readers. The concept of the magazine and the website are spread quickly and conveniently via the Internet.
I am glad that I can bring what I learned into full play for my job. We editors pursue an objective in which words, pictures, visions, and creativity can match with each other perfectly to make the Policetorch look like a grassy park. The profound and beautiful composition of the magazine makes readers more comfortable when they are reading.

My name is Kuo Chia-Jung and I was born in April 1973. I am a Taurus and I like beautiful and practical things. It seems to me that I am the incarnation of Venus who loves beauty. I love delicacies and arts. I never wish I could reap without doing. I am a mild and pragmatic person. I will do my best to finish tasks assigned to me. Patience is one of my advantages and I always go about things steadily and surely.
In August 11, 1997, I joined the Policetorch as an accountant. At first, I could not keep up with the job. Thanks to the love and confidence of my superiors and the encouragement and guidance of my colleagues, I could gradually catch up with the steps here. An introverted person like me has attended many activities organized by the Policetorch, such as study groups, symposia, photo exhibitions etc. Through these activities, I know I have to learn more and share experiences and knowledge of other people in different activities. Fortitude, willpower, perseverance, patience can lead you to success.
We can talk about business, discover the world, make friends, learn new things, go shopping and make suggestions at home via the Internet. As we can envision, more and more people will have computers and the Internet will play a significant role in the future. I also believe that the more the technology develops in its level, the better living quality we will have.
When we were young, we harbored many expectations for the future. However, do not fantasize how perfect the future will be or you will be disappointed. It is good to have a dream but you have to adapt yourself to reality. You don't have to repent of your past and live in an unhappy mood, but live your happy life positively in a forward-looking manner.

My star sign is Sagittarius. I am a sensitive and sincere person with a high self-esteem and sense of justice. I often displease others due to my honest and outspoken personality. It has been seven years since I joined the Policetorch in 1993 May. During this period, soaked in the literary environment, I have grown with artistic appreciation capability, which makes me feel proud. Being introverted in personality, I am still single – one of the most valuable single women in the world.
I wish to learn more, expand my vision, and absorb more knowledge in a disciplinary attitude. I also wish to learn more about computers and apply the knowledge to my job so that I can do things more efficiently, make my life more convenient and energize myself for each task assigned. |
